For publishers, they offer quite decent CPC rates. Their minimum withdrawal is $50 and you get paid on 5th of each month. Their average PPC rate for USA is $0.15 which is pretty decent rate and if you have really good quality of traffic, you can get up to $1 per click. If you are already using Adsense on your website, you can also try TribalAdNetwork which is 100% okay to use with Adsense.  They currently have more than 10,000 publishers and advertisers can actually target by category, demographic, keyword and country wise. You can also target by device,browser and operating system. They also have retargeting option for your campaign. You can get CPC if your traffic is from tier 1 countries like USA, Germany and UK, otherwise the CPC for other countries is really low.
